The Call That Changed Everything
A Philippine bank customer calls to dispute a transaction. The AI voicebot handles the call, verifies the customer's identity, and resolves the issue in under two minutes. The customer hangs up satisfied.
But months later, during a BSP examination, the bank cannot explain how the AI made that decision. The audit trail is incomplete. The bank faces a compliance risk.
This scenario is about to become a regulatory reality. On June 24,2026,the Bangko Sentral ng Pilipinas issued Memorandum No.M-2026-031,titled Governance Principles for Artificial Intelligence in Financial Services. The framework, known as STARS,establishes five core principles that will shape how AI is deployed in Philippine banking.
What Is the STARS Framework?
STARS stands for five governance principles designed to promote responsible and ethical AI use across the financial sector:
Sustainability–AI systems must be environmentally efficient,human-centred,and materially beneficial to the whole financial ecosystem
Transparency–Institutions must maintain a clear inventory of their AI systems, disclose when AI is influencing a decision, and keep sufficient documentation for audits
Accountability–Humans remain ultimately responsible for AI-assisted decisions, with clearly assigned oversight roles from technical teams up to the board
Responsibility(Social Fairness)–AI systems must avoid biased training data, respect data privacy rights, and ensure vulnerable groups are not excluded from financial services
Security–AI systems must be protected from cyber threats, adversarial attacks, and data poisoning, with ongoing monitoring for bias or hallucination

Why This Matters for AI Customer Service
For AI customer service platforms serving Philippine banks, the STARS framework introduces specific design requirements. The memorandum applies to all BSP-supervised financial institutions(BSFIs)and their outsourced service providers under a shared responsibility model. While the principles are currently voluntary, the BSP has made it clear that they represent its minimum supervisory expectations for AI adoption.
BSP Deputy Governor Lyn I.Javier explained the rationale:AI is spreading across BSFI operations, and STARS provides principles that can help them innovate while mitigating unintended consequences. The BSP wants institutions to take advantage of AI while being guided by developing global standards.
Transparency Means Explainability. The transparency principle requires institutions to maintain a clear inventory of their AI systems and keep sufficient documentation for audits.Users must be able to understand how and why a recommendation was made. This means VoiceBot and chatbot systems must provide auditable decision trails for every customer interaction.
Accountability Means Human Oversight. While AI systems provide recommendations, humans are ultimately accountable for decisions made.AI platforms must support seamless human escalation, maintain clear handoff protocols, and preserve conversation context when transferring from AI to human agents.
Responsibility Means Fairness and Privacy.AI systems must be designed to avoid unfair practices or potential harm to users.Institutions must guard against biased training data and ensure AI systems don't exclude vulnerable groups from financial services.
Security Means Continuous Monitoring. The BSP calls for regular testing against AI-specific threats such as adversarial attacks and data poisoning.Institutions must implement ongoing monitoring for bias or hallucination. This demands robust quality inspection capabilities that operate in real time.
Sustainability Means Long-Term Value.AI solutions must be materially beneficial to the financial ecosystem and sustainable in nature. This encourages solutions that scale efficiently and deliver enduring operational value rather than short-term fixes.
The Shared Responsibility Reality
The STARS framework explicitly extends to outsourced service providers supporting AI activities under a shared responsibility model. This means Instadesk and other AI vendors serving Philippine banks will be held to the same governance standards as the banks themselves.
This shared responsibility model transforms the vendor-client relationship.Banks will increasingly require AI vendors to demonstrate compliance with STARS principles as a condition of engagement. The ability to provide explainable AI,auditable decision trails, and robust human oversight mechanisms will become a competitive differentiator.
The BSP also mapped a five-stage AI system lifecycle–planning, development, validation, deployment, and monitoring–with recommended controls at each stage.Validation, for instance, calls for an independent team separate from an AI system's original developers to review its outputs before deployment.
How Instadesk Aligns with STARS
Instadesk's AI platform is purpose-built to meet the governance demands of regulated financial institutions:
For Transparency–Instadesk provides comprehensive logging of every AI-driven customer interaction.Every intent classification, routing decision, and automated response is recorded with full context.Audit trails are exportable and reviewable.
For Accountability–Instadesk's Agent Assistant and intelligent routing ensure seamless human escalation with full conversation history.Banks maintain human oversight while benefiting from AI automation.
For Responsibility–Instadesk's Quality Inspection platform monitors for bias, fairness, and compliance across 100%of customer interactions.Real-time s flag potential issues before they escalate.
For Security–Instadesk's platform includes enterprise-grade security controls, encrypted conversations, and real-time monitoring for anomalies and threats.
For Sustainability–Instadesk's pay-as-you-go pricing and scalable architecture ensure that AI solutions grow with the institution, delivering long-term operational value.
The Path Forward
The BSP's STARS framework signals a clear regulatory direction:AI in Philippine banking must be explainable, accountable, fair, secure, and sustainable. For financial institutions, this means choosing AI partners who can meet these governance standards today, not tomorrow.
The principles are aligned with international guidelines developed by the OECD,ASEAN,the Financial Stability Institute, and other global bodies. The BSP has signaled that it will continue monitoring AI developments and may issue further regulations as needed to balance innovation with financial stability.Institutions that build STARS-aligned AI governance frameworks now will be ahead of the curve when voluntary becomes mandatory.
For customer service AI in Philippine banking, the STARS are aligning. The question is not whether to comply, but how quickly.
